Cost of the VACWC

The Veterans Assistance Commission of Winnebago County (VACWC) , established under the Military Veterans Assistance Act of Illinois and financed by Winnebago County tax payers, operates as a unit of local government. Oversight is provided by a Commission composed of representatives from Veteran Service Organizations within Winnebago County.

The VACWC develops its annual budget through a structured budgeting process, which includes planning, review, and approval. This process concludes with a full-body vote of the commission to finalize the budget.

Once approved, the budget is submitted to the county for appropriation to ensure the necessary funding for veterans’ assistance programs

 The primary mission of the Veterans Assistance Commission is to provide just, necessary, and needed assistance to Veterans and qualified dependents residing in Winnebago County. This includes furnishing public aid, advocacy, and essential support to those in need. Additionally, our Veteran Service Officers assist Veterans and their dependents in preparing, presenting, and pursuing claims with the Veterans Benefits Administration to ensure they receive the benefits they deserve.

Veterans Assistance Commissions (VACs) may be funded through three main sources: a tax levy under the Counties Code and the Illinois Public Aid Code, allocations from the county’s general corporate fund, and state funds provided by the Department of Human Services.

If the county board fails to provide the necessary funds as recommended, the Veterans Assistance Commission or a veterans service organization may petition the circuit court to mandate the allocation and payment of the required funds upon proof of their necessity.
