Jesus Pereira, Superintendent of the Veterans Assistance Commission of Winnebago County (VACWC), has formally initiated litigation against the Winnebago County Board, alleging a failure to meet its statutory obligations in providing legally mandated financial support for critical services benefiting military veterans and their families.
